Richard Duncan is the Director of the Waste Water Treatment and
Flood Defense Division for the City of Portsmouth, Ohio. Mr. Duncan
is a 1981 graduate of the University of Cincinnati with a Bachelors
degree in Chemical Engineering. Mr. Duncan was certified as a
Professional Engineer in 1988. Mr. Duncan previously worked for the
City as City Engineer and Director of Public Utilities from 1986 to
1997. Mr. Duncan also has a Class III Ohio EPA Wastewater Treatment
Operator’s license.
The duties of the Director cover a wide range of
responsibilities, including the operation and management of a
12-million gallon per day waste treatment center, the administration
of a yearly budget of $2,300,000 and the maintenance and repair of
68 miles of sewers and 17 pumping stations. In addition the Director
is responsible for the flood defense system, which has 12 pumping
stations capable of pumping 500 million gallons per day. These pump
stations are located on the perimeter levee and floodwall of the
City at the confluence of the Ohio and Scioto Rivers. The floodwall
and levee will protect the City to a river level of 72 feet.
